This is one of the ancient ways of catching a turtle by tying a rope onto a sucker fish tail and cast out to a turtle. The sucker fish attaches to the belly of the turtle. The drag caused by the trailing rope makes it harder for the turtle to swim, and, finally exhausted, it rises to the surface of the sea where it is caught by the hunter.
